China.Org--It is recently reported that the Hainan Reform Deepening Office under the Hainan Provincial Committee of the CPC has confirmed the launch of an application entry to a “tariff-free zone”.Enterprises that need imported manufacturing facilities for their own use may insure if they are qualified or not and submit their applications of tariff exemption or reduction through the“single window”of China (Hainan) international trade for self-use manufacturing facilities with Hainan’s local characteristics.

中国网讯 近日，从海南省委深改办(自贸港工委办)获得的消息称，中国(海南)国际贸易“单一窗口”海南特色应用进口“零关税区”自用生产设备企业资格申报功能模块已正式上线，企业可以通过中国(海南)国际贸易“单一窗口”办理“零关税”自用生产设备相关业务。

The flow and requirements for enterprises to submit the application of purchasing tariff-free self-use manufacturing facilities have been clearly written in the document titled as “Hainan Free Trade Port’s Qualification Mechanism for the Subjects of Enterprises on Imported Self Use Manufacturing Facilities”,jointly issued by the provincial department of industry and information technology,provincial commission of development and reform and the Haikou customs.

海南省工业和信息化厅、海南省发改委、海口海关近期联合印发《海南自由贸易港自用生产设备“零关税”进口企业主体资格认定工作机制》，明确企业申报购买“零关税”自用生产设备的流程和要求。

It was understood that the enterprises of which the individual entity are registrated in Hainan Free Trade Port can log into the“single window” of China (Hainan) international trade，before turning to the page of “self use manufacturing facilities” for their recognization of qualification and start of application.

据了解，注册地址在海南自贸港的独立法人企业可登录中国(海南)国际贸易“单一窗口”，通过海南特色应用中的“零关税区”自用生产设备界面进行进口“零关税”自用生产设备企业资格认证申报。企业申报后由多部门进行资格审核并进行反馈。资格认定通过的企业可享受进口“零关税”负面清单以外的自用生产设备零关税政策优惠。

Eariler this month,Ministry of Finance,General Administration of Customs and State Taxation Administration co-published the Notice on the Policy of Zero-Tariff for the Self Use Manufacturing Facilities in Hainan Free Trade Port,which shows that the application of “the ‘negative list’management to the imported manufacturing facilities for enterprises’own use purpose”put forward in the Master Plan for the Construction of Hainan Free Trade Port has been put into practice.Take a theme park that needs to import amusing equipment overseas as an instance，tax of 13 million yuan out of a purchasement of 100 million yuan would be thus saved.

财政部、海关总署、税务总局月初联合印发《关于海南自由贸易港自用生产设备“零关税”政策的通知》，标志着《海南自由贸易港建设总体方案》中提出的“对企业进口自用的生产设备，实行‘零关税’负面清单管理”政策正式落地。以主题公园进口游乐设备举例：若一家落户海南的大型主题公园从国外进口售价1亿元的游乐设备，可以节省1300万元税费。
